Probably because the Order of Merlin took in most of the mages while you were looking the other way... If I were you I'd find the old members and challenge the OOM for the right to advertise ;)

Maybe you could make the Wizard's Clan a subsection of the OOM, for the 'real' mages only. That way you'll have 'free' members, activities in the OOM and your own wizard clan with it's own quests. Everybody happy, except for the clergi who'll have to get another subsection of their own if they feel left out.
