That's okay Hunter - no need for semantics here because the US is one of the few countries which didn't sign up to the landmine treaty.
If they can be used as you say isn't there a slight danger that they might maim or kill an innocent person, or doesn't this matter?
Is it legal to possess landmines in the US?
