Tiax is in the Southwest section of BG city, stading across the street from the Flaming Fist headquarters.

There's some random townsperson at the Athkatla Gates who's more or less unexceptional except for his constant burbling about joining the army... if you have Minsc, Anomen or Valygar with you, he'll talk to them too.

I think the name is indicative of what is here, as are the first few posts. You could edit the first post with a perpetual mild spoiler alert, if it's giving you a squick, but I think it's fine too.
