IIRC, you have to walk around Umar Hills (slightly north of the settlement). You'll meet a couple - just talk to them.

are there any quests in teh government district? I've already dorked with Jan and Viconia, but are there any quests there or anything?

Near the Umar Inn in Umar Hills are four merchants, Min Minling, Ellence Fielding and two others, one of those two is a potion/scrolls/books seller.
If you buy the book 'History of Zhentarim' he will ask you to say his true name if you say the right name he will give you a quest. You have to have done the skinner murder quest in the Bridge District though...

yeah, i got that quest. seems like I got most of them.

after I moved on from chapter 2, the last few chapters flew right by. I didn't really have any side quests left to do.
