Just out of curiosity, what happens if the inactive clans aren`t reactivated after a certain amount of time ??

ORT was founded by John D., OTP and Davros, I do believe, but Binky (Beaumanoir) soon took 'posession'. And as I see it, Aelia seems to be, indeed, holding the fort as Binky isn't around as much lately.

So you could put either Aelia or Binky down as Clan Leader at this point.

Undecided. Each case is different, and will be tried according to their own individual circumstance.
