yeh i think he is. And Biff is really annoying, anyway his stats are crap when the bug happens, hes not worth taking!

He's not *supposed* to be taken. When he makes an appearance, it's because the game almost crashed due to a bug. So Biff popping up means you should reload, and patch if needed.
