I guess this is building on his letter to Bush a little while back as he tries to get his view of world affairs across to the world.

Nah, he doesn't have real power in Iran. All the power is with the Mullahs. The Ayatollah.
The President of Iran is just the top beaurocrat. All his posturing and words are to raise his reputation at home and get more support, possibly to transfer his position into a real presidential position.
But the mullahs could reign him in any time.
