Even though your ISP may offer 56k, you'll never see better than 52k.

Having said that, first off check your port speed to make sure it's set at the proper setting.
Also, make sure you are using top quality phone line and your physical line is clean and clear of static.
There are a few registry tricks and tweaks you can do, but at the end of the day, it's till dial-up.
