<font color = lightgreen>It already exists; I saw it demonstrated on some military technology show some weeks ago. The two sonic projectors can be aimed at only one person in a group and that person will get an instant splitting headache, but I forget the frequencies they are using (probably a combination of 16000 Hz and 16002 Hz to generate interference patterns of 32000 Hz and 2Hz). A very useful and incapacitating non-lethal weapon with few negative side effects.
The technology required to do serious damage necessitates using the very low frequencies, but the problem is that infrasound is omnidirectional and there is no defense, as sound waves are simply compression waves that travel through solid matter.
Interestingly, elephants communicate with each other using infrasound and other evidence suggests that snakes sense potential meals and enemies with infrasound (vibrations in the ground) as well as body heat.</font>
