where can i get elven chain from??
and where do you get the armour of the hart from?
and the robe of vecna??

Elven Chain - Trademeet, bring the Mantle to one of the families.
Armor of the Hart - The Underdark, loot from the Demon Knights at the Kua-Toa Lair.
Robe of Vecna - The bonus merchant at the Adventures Mart.
