Try PMView, it's an image viewer that handles just about any format and can save the images you view as any other format. I believe it has similar scaling as photoshop does when saving jpegs also. (i haven't used it in a while, so I'm not really sure)

why cant you open a window in IE, drag the TIFF into the IE window and have it load up in your browser? Are people so lazy as to only know how to open files one way these days? Sheesh!
