Jedi classes:
Guardian: "slow" skill progression
Consular: "slow" skill progression
Sentinel: "average" skill progression

Compare to starting classes:
Scoundrel: "fast" skill progression (actual: 3+INT bonus per level)
Scout: "average" skill progression (actual: 2+INT bonus per level)
Soldier: "slow" skill progression (actual: 1+INT bonus per level)

So again, that makes sense for Juhani and Bastila, but not Jolee or the PC.
