I know! Obviously in the city you're not allowed to levitate because you'll see that there's nothing on the other side of the wall, plus you can only change areas through doors not anywhere along the 'border' like in Morrowind. That Almalexia liking people below her is rather thin ;) . But in dungeons you definitely should be able to! You can in the sewers though, or at least the forgotten sewer I was able to.
