No, I don't think so... I'd obey only law that makes sense.
Anyway I think TheSlayer is right: the law against smuggling is imperial and nobody cares about it. All the quest I got against dwemer smugglers came from the legion, so the game is coherent.

Isnt limeware and raw ebony illegal as well?

Raw ebony should be traded only with the consent of the Hlaalu house, which has been given the monopoly by the emperor - IIRC. However nobody cares about that as well, except house Hlaalu who will give you some ebony-smuggling-related quests.

well, one of the tavern in vivec city wants you to recover some limeware that were consficated. so what does that mean.

I have only found 2 limeware items, and both bowls. i remember one was in teh dungeon at fyr, or tel fyr.

In Ebonheart in the bigger ship, there are some limeware plate as well.

i love robbing travel ships, i dont think of it as stealing, i like to think of it as getting even over the high prices of travel, with the new heightenned security and all. plus they always have expensive stuff.
