No, the NPC specific items check, AFAIK, on class and stats. So if you want to use an item of Valygar, you'd have to be a Ranger, possibly even a Stalker, with the exact same stats as Valygar. I'm not 100% sure of this, but I think this is how it works.

EDIT: BTW, on a side note, as we're talking about names: if you create an Elven Ranger (any kit) and name him Drizzt, the real Drizzt will make some comments about that if you meet him, or so I've heard.
