i think i just stole the codebook and noone cared, its just this is an early quest and means i miss out on about another 5 or 6 which is significant advancement surely, i have become grandmaster of hlaalu and missed loads of quests but then again i found more questmasters for it (btw how comes im grandmaster of hlaalu without having gone near most of the main quest yet, didnt think that was meant to happen, or is that the whole horator thing?)

I think it was in the Imperial Fort nearby.

Evidance chests are always in the nearest conentration of Imperials/Ordinators.

I.E. Any of the Forts, Ghost Gate, Hall of Justice in Vivec ... that should cover most of em
