Not really, some RPG's had scrolls to memorize spells, but you had to meet the level requirments to use the scroll, so it wouldn't be unbalanced.

You can make scrolls by enchanting any piece of paper, but you need a soul gem so it is probably more expensive than you'd get by selling them.

so i have a question, my battle mage has a adreline rush spell activated. how do you shut i off? the guy in the first town when you start the game won't sell me anything. Checked the manual but i might have missed it.

please help

I don't think spell effects can be 'cut short.' Just wait for it to dissipate.
