It isnt a munchkin attack its a psionic like attack! Tiamat just uses it like an uber strike.

If you, for example, had thrown daggers at me, I might have said that I got hit in my shoulder, or got one in my thigh.

If you had cast a fireball, I might have said that I got singed.

If you had hacked at me with a sword I might have said that I got cut.

But since you used an uber-munchkin-one-shot-kills attack on me and decided my damage for me, I said that I didn't get any.

If you were the DM of this thread I'd allow you to decide my damage, otherwise, no.
