Kill the guys in the house and then go upstairs and release the lady hostage. That ends the quest.

Killed some guys but on woman to find.

I did after returning from the underdark. Could that be the problem?

Beats me, I always did it at the game start.. However, that woman was some uppity snob, so I sent her to all the 4 winds and decided to collect the ransom instead. More fun, will teach her to mess with people and also I had the opportunity to whack the wazoos out of the legionnaires and Cowled Wizards later. Arrest me, hah!
