It sounds like you need my Recharge Items spell. Or you may use Shadowkeeper to "set quantity" on the item, if you so choose.

You can CLUAConsole in an item and give it as many charges as you want. I think that the format is somethign like this:

I know that isn't exactly right, but I created a ring of invisibility with 100 charges a couple times before...so I know if works...

Melusine you can set both item quantity and charge quantity. With the ring of invisibility you could just make it give you 100 charges every day.
