Have you been entered the Temple District Trunks?? If you walk in, you will find Gaal, trying to get some followers. Then a priest will start talking to you, and you have to follow him to Helm's temple.

Light flashes as his sword comes down, and thunder rolls through the sky when he points his sword up to heaven to signal his victory....People whisper his name as he walks by, evil tries to hide as they sense his presence nearby.... Gaal is the priest who speaks out loud in the middle of Temple District, you won't get to talk to him there. After you have been summoned by a priest of Helm, go down the the Sewers area (under Temple District), head to the Northwest corner of the map will lead to Unseen Eye's Cult map (you will know you are near that entrance when you see a paladin fighting a zombie). Once you are in the new map, explore around and you will eventually get to an area with cult guards, Gaal is the priest who will initiate dialogue with you once you reach there.

Did you attack Gaal (force attack or via dialogue) when you are in the cult dungeon map? If so, there will be no key for you (legitly).
