The timing usually varies, for me it lasted for quite a while since it took ages for his "fellow" Red Wizard to show up on both accounts.

Heh, it happens. The timing of the Nether Scroll Quest sequence varies, like I've said before it usually took me 2 game weeks to have it start while others took forever. *sign*
