He doesn't owe allegiance to Cyric if that's what you mean. Cyric is a deity, a Greater Power, while Nerull would be at the level of an Abyssal lord, a non-worshipped being (he does not derive his power from worshippers). Memnoch, In Bg2 Kelemvor is the new god of Death. There is even a monument in the cemetairy in his name in Bg2 so Cyric wouldn't have access to death's portfolio unless it was early after the time of Troubles.
