yep, the cook is found in the kitchen - the third door form the main entrance, this is where u enter from outside.( if u can't find here just try every room) she will be there i believe.

found cook, but you have to talk to courtesan outside hall, show her that you have chremey's medallion, and get her to take you to room, then get dialogue about saving her and other girls, get the sleeping draught from her, then go to cook, bluffing gaurds to get there, convince cook to use it, courtesan to deliver it to everyone, then get the key, kill galvena and vadek, then without talking to claire, go back to the kitchen to talk to cook. then you can do that loop. If you don't get the sleeping potion and kill all the gaurds, you do not get that conversation and exp from cook.
