It actually is a bug. Keldorn's armor is supposed to be useable only by Keldorn, but few more can use it. The official patches have not fixed this issue, however the fix is available on Baldurash page.

Thats pretty useless, if you don't like it. Don't wear it.

Its not really a bug. It says that few other than keldorn can wear it not no-one can wear it. Also it requires a high charisma or you can't wear it. Another point is that Monks are lawfull and so it Keldorn. I personally don't think it is a bug. You'd have to ask the game makers weather or not it was supposed to be like that.
