I guess I must be moving quickly through the game because my Ranger who exclusively used a bow had not quite topped out by the end of the game at level 24. I did have the ranger equipped with back up melee weapons to use when he ran out of ammunition. Rather than waste a round reloading, I would just go to melee. This really only happend in extended fights near the end when you are firing 4 to 6 arrows a round or when I just plain forget to reload after a fight.
