I believe the girl runs into you around the weapons shop on the east end of town
a little ways west of where you run into Elminster the second time

That is were she should appear. The only thing I can think of is I wiped out the bandits camp before exploring all of this town or the other thing could be that I managed to get into a house before she caught me initiate the dialogue and when I came out she was gone. If you miss your chance to talk to her officer Val will not appear. Of the 5 times I have gone through the game this is the first time I missed her conversation. This time I did do things quicker, I basically made a b-line for Naskel mines and then the camps only exploring the areas in my path, not stopping to explore the towns fully, then off to the bandit camps, and Clokewood mines, up to BG to grab the NPC's I want further in the game, and now I will explore head back to explore the rest of the Sword coast, and the city of BG. I have explored nothing other than the areas needed to do or get to the main quest. Basically do what I needed to organize the party I wanted to complete the game with before exploring or use some NPC's I normally do not bother with.
