That sounds to me like you may not have initiated Chapter 5 correctly. At the start of Chapter 5 you should get two entrys, one saying 'You have dealt a great blow to the Iron Throne...' and a second saying you have successfully flooded the mines.

If you have collected the scrolls then the instructions in Six's post will work. If not, then Chapter 5 has met a watery grave.

Thanks Six Of Spades! It worked. Just needed to get to the bridge the right way. I was trying to go directly from the mines. Once again, thanks to everyone for their help!
