TOLM can't be done after you've completed HOW. Once you've started HOW (and, yes, you import your characters) you can do TOLM at any time BEFORE going to the Sea of Moving Ice. It's recommended that your characterrs be at least a certain level- I'm not sure what level, but if you search the posts for TOLM, you'll find it. Because of that, the last time I played, I waited until the last minute (just before going to Sea of Moving Ice) to do it.

TOLM is a self contained adventure, and doesn't have anything you need for HOW. I think of it as a break from HOW. You can get some nice stuff from it, which might be a case for doing it earlier- more time to use that cool stuff.

I have been striving for the "integrated" approach (playing HoW as side quest to IWD, rather than after IWD's completion); but, now that I think about it, I really don't know which way would be more fun. I have had fights in HoW that I think were tougher than the last IWD battle; so seems that the last IWD battle will be anti-climatic after side trip to HoW. Likewise, maybe the last battle in HoW will be anti-climatic after side trip to TotLM.
