Cespenar is the "coolest" beaurocrat in the entire game. His(?) entire function is to serve the Lord of Murder. He does not care who that person is. He performs his duties no matter *who* his master is, ,, and the humor is quite good. ALL good beaurocrats can make fun of their superiors.....and make them like it.
