Actually, if you play true to the AD&D rules you shouldn't let them wear any "non-natural" (metal) armor, meaning Dragon scales should be just fine, no matter what their AC or AC Modifiers happen to be. Of course, by the same token, Daggers and Scimitars should be outlawed for Druids as well.
