It's in the Temple district.

There aren't any high-level fights in the Government district.

There are some Rune Assassins in the basement of the murderer. It's a very tenuous connection and doesn't lead you to the twisted rune, but it is there nonetheless [img]smile.gif[/img]

CF is in the temple district. There is a "high level" figt in the "locked compound," and one of the men fighting has CF.
