You are talking about a Mod. It's obvious the maker of the mod decided to make it that way.

Perhaps that was Weimer's way of forcing you to roleplay: A Paladin or Ranger wouldn't accept the company of an Evil Vampire, and neither would the leader of most Good-Aligned parties. Many people love to powergame with their own Alignment (I head of one guy whose party was Korgan, Viconia, Edwin, Jan, and a Lawful Good Kensai->Mage), and this may be Weimer generally giving those people the finger.

Of course, if he made those 4 Vampire Hunters cause Rep. drops for killing them, he also probably made sure it was possible to defeat them WITHOUT killing them. (Such as Feebleminding or Polymorphing them, or simply running away.)
