As far as I'm aware Delon only finds you if you have Minsc in the party. If you don't he stays in the park in the Government district although you can also meet him there with Minsc in your party if you go straight there from the slums.

I am getting the idea that Delon may actually be seeking a ranger to help him so if your main character is a ranger will Delon than seek you even without Minsc? It may be something I will look into later if noone can verify this.

I don't believe Delon will find you unless you have Minsc in your party. HOWEVER, Gaelan Bayle/Brus will suggest that you go to the government district to FIND Delon if your PC is a ranger.
