1. To warp in an Arbiter, you must first build a Stargate(requires Gateway, Forge). After that, you need the Arbiter Tribunal. Voila.

Doggy was an NPC you could recruit in the original Fallout. Tough little mutt. I took him once and lost him to the Deathclaws. Never took an NPC after that ;)

I agree, it's greatly a matter of being in the right place in the right time, but knowledge and game experience does have something to do with it. |
