1. To warp in an Arbiter, you must first build a Stargate(requires Gateway, Forge). After that, you need the Arbiter Tribunal. Voila.

2. Dogmeat? Hmm... sounds familiar, but can't point it exactly..

Doggy was an NPC you could recruit in the original Fallout. Tough little mutt. I took him once and lost him to the Deathclaws. Never took an NPC after that ;)

Hi.

That's a problem I often have. When I'm sleeping you ask and solve the questions and when I'm awake, you sleep and nothing new happens! It's not good to live in Europe if you want a chance to answer a question first :D .

I agree, it's greatly a matter of being in the right place in the right time, but knowledge and game experience does have something to do with it.

Bah, I'm in Asia. My time zone is different. Morning here night overthere. night here morning overthere. But I do agree with Bozos of Bones about the right place at the right time. Unless someone wanna go online for 24 hours a day. :D

Hmmm... sorry, i don't think I can accept that answer. what i wanted was: gateway -> cybernetics core -> citadel of adun -> templar arcives -> stargate -> arbiter tribunal.

Correct! He can also be found in fallout 2 in a special encounter.
