I'm not completely clear.
When he's not with someone does he have to stop on 15th floor and get off there instead of at his floor or does he simply stop there and then continue to his floor?

When he's alone, he gets off at the 15th floor and then walks up the stairs to his own floor.

It is not really a riddle. More like a riddle-joke. With a proper riddle you can arrive to one answer alone using strict logic. In this case there could be numerous unknown reasons why he used the elevator in this fashion.
Also missing is the critical information regarding the order of buttons. The buttons in the elevator are ordered vertically with the highest number at the top.

oh ok... I shouldve guessed it straight away because I heard a similar one before. Stupid of me. he's a little kid so cant reach top floor buttons.

Sorry... he's not a little kid who can't reach the buttons. He is, after all, going to work in the morning... but you're on the right track.

The rain is just another aspect of it. Once the answer is out there, it will make more sense.

As for the buttons, that can be inferred logically as well. They have to be arranged with the high numbers on the top, or else the riddle would revolve around going to work instead of coming home. Although in that case, he'd only attempt to ride the lift on rainy days... ;)

Since the order of buttons are critical to the solution that information must be presented. Some lifts have number pads or number pad style operation buttons. In this case our fellow would operate the lift normally.
Also he has got a low salary job so he is not able to purchase something most in his situation would acquire.

If it's raining, he has an umbrella and uses that to reach the button.

Another piece of information left up. I figured he used his wet raincoat to shortcircuit the lift controls.
